Most often they are able to cope with slight overclocking. Ryzen 7/9 5000 series processors ship without coolers. To get the highest possible clock speed, you will have to buy a third-party cooler. However, most owners of Ryzen processors do not intend to overclock them, so the cooler included in the package will suit them.
